Abstract
The purpose of this study is to examine and analyze the opinion of Wahbah Zuhaili about the benefits of waqf for non-Muslims, the istinbat method and its implementation in Indonesia. This type of research is library research. The data used is qualitative data obtained from the study of fiqh muamalah books by Wahbah Zuhaili and other fiqh experts. The method used in this thesis is descriptive-analytic-implementative, namely determining, describing, and objectively classifying the data studied as well as interpreting the data, then the analyzed data is compared to find common ground. The research approach used in this research is a study of the thoughts of the figures, this research is a systematic study of the thoughts, ideas, history, and socio-politics of Wahbah Zuhaili, especially with regard to the topic of Utilization of Waqf Results for Non-Muslims and Its Implementation in Indonesia. both from direct sources and from other figures who have discussed it first Sheikh Prof.Dr.Wahbah Zuhaili is an astute scholar who masters various disciplines (mutafannin). a contemporary world-ranked fiqh scholar, his fiqh ideas spread throughout the Islamic world through his fiqh books, so he is a 21st Century Fiqh Expert The results of this study are that the istinbath wahbah Zuhaili method in extracting fiqh law is not only referring to the Qur'an and as-Sunnah as the main sources, but Wahbah also uses a comparative Madhhab approach (Hanafiyyah, Malikiyyah, Syafi'iyyah and Hanabilah) which of course cannot be doubted whose validity is quite comprehensive, so that it can give birth to fiqh rules that can be accepted among Muslim communities in general throughout the world, and even in Indonesia it has been made part of his fiqh rules as a valid fiqh law product. While the correlation of wahbah opinion on the benefits of waqf for non-Muslims in Indonesia is still very relevant. Because among waqf many are given to Muslims and non-Muslims. Wahbah Zuhaili stated that the benefits of waqf for non-Muslims, especially non-Muslims, are permissible. Implementation of waqf in Indonesia in the face of Covid-19, BWI has launched the Waqf Cares Indonesia Program (kalisa). Kalisa is a concrete step from the Indonesian Waqf Agency to help guarantee life protection for economically weak citizens who are affected by emergency conditions.
